The Lord Ruler's perfect capital city, Luthadel, is doing the impossible: rebelling. Skaa half-breeds are being taught the power of Allomancy, something that the Lord Ruler's obligators said only existed in the nobility. The enslaved skaa, with their murderous benefactor, now fight back against a living god's oppression.

So, the Inquisition was formed. The nobles begin to fear assassination from all sides. The times of nobility Mistborn killing each other are over. The Steel Inquisitors look for aristocrat traitors and insurgent skaa, and the skaa try with all their strength to merely survive. The Lord Ruler's perfect Final Empire is slowly devolving into chaos.

Wilor kept eye contact with Daphne for a couple seconds as she met his gaze. No, no, no, keep looking, fool, his right dagger said. Wilor began moving his gaze around again. Even though no blue lines from his constant iron burning moved towards them, he mentally cursed himself for losing vigilance even for a second. This woman had some fire to her. He hadn't really expected that. The books he read and his experiences with Sevk had prepared him for normal conversation with skaa, but he had only seen passive, almost languid skaa. Daphne, and even Devin to some extent, had something else though, something that he felt inside too.

After making sure he'd covered his entire field of vision, he looked back into Daphne's eyes for just a moment. "I'm here for the same thing you are. Equality." Keep moving. he reminded himself, eyes darting away from hers and scanning again as he continued. "The nobility is filled with pompous idiots, entitled and wasteful. I want skaa to be able to eat. I want to be able to help them, help you, to be able to do something with life."

The nobility was ridiculous. Few of them were worth talking to unless you had an interest in house politics, and Wilor didn't. "Maybe even help the nobility, those who are smart enough to be useful, slap back into reality and leave their feasts and politics to actually help people." Tap, tap, tap, he tapped the pommel of his left dagger thrice.

"Giving bread was great, and helpful, I'm sure. But bread once won't keep the skaa living. They need to be able to get their own bread. So I guess, that's what I want. To help the skaa and nobility even out so everyone can have a chance to live, as you said." Wilor smiled, hoping to ease the discomfort his wandering gaze typically gave others. He rapped his knuckles together thrice and flared iron for strength. "I want in."
