The Lord Ruler's perfect capital city, Luthadel, is doing the impossible: rebelling. Skaa half-breeds are being taught the power of Allomancy, something that the Lord Ruler's obligators said only existed in the nobility. The enslaved skaa, with their murderous benefactor, now fight back against a living god's oppression.

So, the Inquisition was formed. The nobles begin to fear assassination from all sides. The times of nobility Mistborn killing each other are over. The Steel Inquisitors look for aristocrat traitors and insurgent skaa, and the skaa try with all their strength to merely survive. The Lord Ruler's perfect Final Empire is slowly devolving into chaos.

Other Pertinent Information:

Rules for Jasun: He gets to choose five of the eight basic metals. He's got 3 minutes worth of reserve of all those metals (any single use uses AT MINIMUM 10 seconds, so he's effectively got 18 "charges" of each metal; anything that clearly takes longer will use up additional charges). In addition, he's got five charges of duralumin. He has a pouch of coins and one glass dagger.
Rules for Fiusha: She has enough steel reserves to last the whole fight long. She has two pouches of coins and two pouches of pewter dust. She has two glass daggers, and two wooden bracers, one on each forearm, that can each block a blow from a glass dagger.

Universal rules: Mist limits sight to "medium range" (i.e., close enough that a non-misting could prolly hit someone with a thrown rock). Obviously, tin breaks this. The setting is Keep Hasting, slightly modified; the central tower is 15 stories tall, and each of the five towers around it is 10 stories tall. The connecting bridges are at floor 9, and every tower, at each level, has a four-foot ledge.
