The Lord Ruler's perfect capital city, Luthadel, is doing the impossible: rebelling. Skaa half-breeds are being taught the power of Allomancy, something that the Lord Ruler's obligators said only existed in the nobility. The enslaved skaa, with their murderous benefactor, now fight back against a living god's oppression.

So, the Inquisition was formed. The nobles begin to fear assassination from all sides. The times of nobility Mistborn killing each other are over. The Steel Inquisitors look for aristocrat traitors and insurgent skaa, and the skaa try with all their strength to merely survive. The Lord Ruler's perfect Final Empire is slowly devolving into chaos.

There was an odd serenity to late, empty nights like this.

Eliane moved down the bar, polishing each bottle on the shelf one at a time and setting them back in their place. Wraith's Whisper was a well-designed building, with lamps strategically placed to catch the mirrors and glass of the bar shelves. Glass bottles glittered in the illumination, blues and greens and clear glass that let the rich red of the wine within serve as its color.

She liked the way the bottles looked, arranged in subtle patterns and aesthetic groupings. Every few weeks she'd dust and polish them, all of them looked their best. Even the extremely fine vintages of the top shelf, the bottles hardly anyone ordered, were kept in spotless condition.

Besides, with the bar lifeless and quiet like this, she didn't have much else to do besides polish bottles and wipe down the tables and counters for the thousandth time.

Still, they were far from close yet. There was no telling who might walk in.
